I don't even use those folders in Windows, so why should I have them in
Ubuntu?  Linux is all about choice, and one of the things that frequently
annoys Ubuntuers is finding somebody else making those choices for them...

They appear to be part of xdg-user-dirs, which isn't a Kubuntu requirement,
thankfully.
