Apt stopped working

Previously, setting http_proxy, then doing "apt-get update", allowed me to
fetch stuff from these sources:

deb http://au.archive.ubuntu.com/ubuntu breezy main restricted

deb http://au.archive.ubuntu.com/ubuntu breezy-updates main restricted

But now they won't connect, so I've just tried alternatives:

deb http://mirror.aarnet.edu.au breezy main restricted

deb http://mirror.aarnet.edu.au breezy-updates main restricted

with an identical result:

$ sudo apt-get update
Err http://mirror.aarnet.edu.au breezy Release.gpg
  Could not connect to mirror.aarnet.edu.au:80 (202.158.214.106). - connect (111 Connection refused)
Err http://au.archive.ubuntu.com breezy Release.gpg
  Could not connect to au.archive.ubuntu.com:80 (211.29.132.173). - connect (111 Connection refused)
Err http://mirror.aarnet.edu.au breezy-updates Release.gpg
  Could not connect to mirror.aarnet.edu.au:80 (202.158.214.106). - connect (111 Connection refused)

So I guess it's at my end. I've checked the proxy, including port
number. (And that's still working fine for firefox) What can have
changed, that I'm not twigging to?

The 22,400 hits on 'ubuntu 111 connection refused' haven't divulged a
likely cause, yet. I tried setting ftp_proxy too, but that didn't do it.
