Yes, because you don't care if the DNS is spoofed, and you don't care if
the router is hacked or malicious.
As long as you can verify the remote side securely, i.e. by receiving a
valid certificate that you expect, you will be fine.
Of course your problem then becomes "what if something steals your
laptop once you are connected", or "what if someone sees my VPN
password".
To answer these questions, 1. you can buy a proximity device that shuts
down the machine (not done this myself), 2. use OTPs.
