This is most likely to mean that your /etc/apt/sources.list is incomplete.

To save trouble and simplify matters, make sure you have source (deb-src)
and binary (deb) lines for all of main, restricted, universe, multiverse
and security, as well as updates.

If you are unsure, go to

http://www.ubuntu-nl.org/source-o-matic/

and regenerate your sources list, then update again before running apt-get
build-dep etc.
