You sure can.
You can burn an XP CD to a DVD, you could also potentially burn an
Ubuntu CD to DVD. The performance is actually greater on a DVD, but you
waste capacity.
All you have to do is copy the win XP CD as you would make a duplicate
of any CD. XP CD doesn't have any copy protection on it, but you may
want to be aware you are breaking the law or EULA. If you are in Ubuntu
you can copy XP by simply putting it in the drive, wait for the icon to
appear on the desktop, right-click on it and select 'copy disc'.
Otherwise you can install something like gnome-baker or k3b, and do it
with one of those.
