Does writing a survey of existing technical solutions constitute a
research paper? I would have thought you'd have to implement a new
solution to a problem and describe that...

I'm sure you'll be able to find lots of resources describing both the
Linux and Windows network stacks. I'm sure you'll be able to write
something about it. I'm not sure you'll uncover something new, though.
