From what I understand there are multiple ways of doing this:
1. Setup something like apt-proxy
(http://www.debian-administration.org/articles/406)
2. Build a partial/full local mirror
3. All the new packages are stored locally on /var/cache/apt/archives.
Once you upgrade one system, copy these files over to another system and
when you update the second system it will pick up the local copies first
and install them. Have a look at
