It's certainly installed, otherwise my computer couldn't start, this
confirms it:
$ aptitude search upstart
i A upstart
i A upstart-compat-sysv
i A upstart-logd
Which means all those things are installed on my system and have been
automatically installed, no doubt as a dependency of the ubuntu-minimal
package.
