Do you have "upstart" installed ? apt-file shows me that, with sysvinit,
it's the only package that have "*bin/reboot".
$ apt-file search bin/reboot
klibc-utils: usr/lib/klibc/bin/reboot
ltp-kernel-test: usr/lib/debian-test/tests/linux/testcases/bin/reboot01
ltp-kernel-test: usr/lib/debian-test/tests/linux/testcases/bin/reboot02
sysvinit: sbin/reboot
upstart: sbin/reboot
I guess you should check if it's installed.
