Weird characters in the linux consoles and lines not drawn correctly

In 6.10 when I was using KDE I tried turning to ISO instead of UTF-8.
Turned out that even after a reboot many X apps still didn't like the
change, and showed weird characters instead of accented ones. I
imagined it seemed like UTF-8 was a hard-compiled option (which is
actuallly hard to believe, but it was the only thing that made sense
by then), so I stuck with UTF-8.
So, I didn't have the time to try using ISO-8859-1 full time with the
gnome environment. Does someone who actually need accented characters
for their text communications tried it in Feisty?
