What it means is that you have a download problem & were provided
suggestions on alternate means to download. Please try it using ftp.

Also have a look at: http://www.xubuntu.org/get
=====
Minimum system requirements

To run the Desktop CD (LiveCD + Install CD), you need 128 MB RAM to run
or 192 MB RAM to install. The Alternate Install CD only required you to
have 64 MB RAM.

To install Xubuntu, you need 1.5 GB of free space on your hard disk.

Once installed, Xubuntu can run with 64 MB RAM, but it is strongly
recommended to use at least 128 MB RAM.
ShipIt

Unfortunately, unlike the other Ubuntu derivatives, Xubuntu does not yet
have free cds available for shipping due to lack of funding.

Note to the OP/Leonard: Are you unable to download the iso image? If not
you might try the local library, ask a friend, or let folks here know
where you are located & possibly someone near you will just send you
one. Be advised however that installing will most likely require a valid
/fast network connection. I've never managed to load & install Ubuntu
successfully without a network connection (Dapper, Edgy, Feisty, LAMP
server). For some reason they all insisted on a network connection even
with the alternate CD's (which I only use now).
