Apologies; I forgot to include step 4:

4. Go to ~/.openoffice.org2/user/config/imagecache and empty it. Now
restart (O)OOo. If you do not empty the imagecache, OOo will use the
cached images and you'll think that you are still using Industrial Tango
rather than the full Tango.
