You can certainly run X programs on the server, with ssh forwarding
their X connections back to the X server on your local machine. Install
any stuff you want - xterms, whatever - just don't start X on the
server. Some bits of X will get installed (lots of X-related libraries
for a start), but that doesn't hurt.
