System Administration problems

Boot from the live cd. mount the file system in question somewhere, and
then chroot it. Then add the user back into the groups that will restore
the missing functionality, i.e. 'adduser foo wheel' or 'adduser tom
adm'. This will add your 'new' user back to the group(s) that provide
things like sudo access. Once you're in that group, or have explicitly
added yourself to sudoers, you can reboot, and log in as yourself to fix
any other damage.
