Ubuntu includes the gThumb program.  In spite of its name this is not
only used to make thumbnails, it's a general purpose image viewer.
However it can ALSO do most common image editing, including resizing. It
even has a function (Tools menu) to create a 'web album', which includes
making thumbnail previews of all images.  So you can use that.

Of course there's loads more choices, including for example ImageMagick
which is especially suited to automatically create large numbers of
thumbnails.  (Using a command line interface). You can install this
using Synaptic from the System -> Administration menu.
