where is the keyboard layout set in the console?

I have a japanese pc with a japanese keyboard.
when I am in X, the kb is set properly to jp106
but when I swith to a console (ALT-F2),
it is set to a standard pc keyboard layout.

I don't know which file and what parameters to set
to get ubuntu to use the proper keyboard layout
in the console

please help
