Proftpd Configuration

I would like to get some help to configure Proftp
My requirements are:
-       FTP upload (allow to create directories) for ftp-upload group to
/var/www/ftp - but I don't want to allow them to delete or rename the
content
-        FTP upload for web administrator /var/www
Would you be able to send me in the right direction - do I need to use
virtual hosts for this configuration?
