I don't see that.  How is a packaging system to know that they're merely
help files, and can be safely trodden on without damaging anything?  That's
why we have dpkg still available - so that you can make those decisions
yourself.

You could have tried aptitude - it might not work either, but when it comes
across this sort of situation, it tries to figure out options that might
resolve it.  It would be interesting to see how it did.
