Before embarking on what I have written in the sibling posts about
Synaptic, we should make sure that your software repository setup is
correct. I have seen in another subthread that you are working with
Peter Garrett on this, and I agree with him that something about your
problems seems to point to a repository problem (not being able to
install libc6-dev, etc). 

After this is resolved we can revisit the problem with conflicts that
you have if this is still needed (conflicts might also be a result of a
broken repository setup)
