Why is adding a new Ubuntu PC to an existing LAN such a pain?

I'm not sure about the Ubuntu's Desktop install but for Alternate
install, shall the installer script be unable to get a DHCP lease it
will allow you to manually configure an IPv4 address for your network
interfaces.
