Can't create new users

For some reason i am unable to create new users.  Even if I log in as
root.

When I run users and groups and add a new user, the new user appears but
when I close and reopen users and groups the users are no longer there.

I have not experienced this problem before.

Please advise.

I am running ubuntu 6.10 AMD64
