NOT necessarily! It does so for a default install, but the expert
install mode works a little differently...

When I installed ubuntu for the first time [breezy] I was frustrated by
ubuntu's default install.  Which did assume that the 1st user account I
set up should be a sudoer. Then I did a mkfs on the ubuntu partition from
my existing fedora install, and reinstalled via the expert installation
mode which did set up a root account and did not automatically grant sudo
privileges to the first regular user. Nor to any other user account.

I have since set up a suduer account, (via the <then> active root
account) which I don't use for everyday stuff any more than I would with
root (when it's enabled). When I need sudo, I first su to the sudoer
account. But this is NOT an account that was set up by the installer...
