Setting psmouse option in /etc/modules?

A few weeks ago I had problems with my KVM switch and found the
temporary solution

   # modprobe -r -v psmouse
   # modprove -v psmouse proto=exps

based on this

I thought I'd made it permanent by adding this line

[3]
   psmouse proto=exps

to my /etc/modules file, but I rebooted a few days ago and noticed
when I used my KVM today (I only use it rarely) that the problem was
back.  I did [1] again and it fixed it.

What's wrong with [3] that the option did not get set when the psmouse
model was loaded during the reboot?
