Not with imagemagick. Somehow you have to parse your list of files,
extract the their current geometry, test that, and then do the work.
There's probably a hundred different ways to do it, but they all will
require these steps and some sort of script magic. Or a whole lot of
typing. ;)
You could always open up gThumb, CTRL+left-mouse-click all the landscape
oriented images to select only those, and then 'Tools > Scale Images'
from the menu...
