Doesn't appear to be the case in 6.10. First off finding kcontrol was a
chore since it isn't in the K menu by default. Only thing there was "System
Settings" which mirrors what the OSX setup looks like. Blech. No power
settings there. Found kcontrol from the CLI, ran it, no power settings there,
either.
