intercal: Package upstream version 0.27

Version 0.27 of C-INTERCAL has been released; could a package be
created with the new version? There are several changes in the new
version, including several bugfixes. Of particular note to the
Debian packaging are several changes that should make the diff of
Debian-specific things shorter; the man pages were added to the main
distribution (although some Debian-specific text was commented out and
will need to be commented back in), the build process was made
significantly saner, and several bugs or unusual violations that
previoulsy had Debian-specific fixes now have upstream fixes (they
were mostly fixed independently before I learnt of the Debian
packaging, though, and in some cases have been fixed different ways.)

To be specific about what may need to be done, taking the files in the
diff for the 0.26 version:

/debian/*: still neeed (obviously), apart from the man page which was
included in the upstream distribution, but will still need a diff
/doc/Makefile: changes merged into the upstream distribution
/src/perpet.c: the same changes were made independently
/src/ick.h: the Debian patch is now moot, as it was fixed a different way
/src/lexer.l: likewise (the patch was for the same problem)
/Makefile.in: most of the problems here were fixed independently. The
problem with versioned directories still exists, but has now been
confined to one line in the Makefile that's designed to be patched
onto.

Of course, you probably have better ideas about how to package it
than I do; apart from the insane version number (this version comes
after 1.26), it should hopefully be slightly easier to package than
before, though, in terms of needing less Debian-specific code.
