I meant "common" not in the sense of "common idiot", but "generally
agreed upon". It's easy to find references, though only in German. It's
not the only country to have that either.

Not really, I don't think so :) You said, "if they're illegal copies of
entire CDs, cddb/freedb should work", which certainly implies that any
copy is illegal. Because cddb/freedb also work for legal copies.
