No it isn't. You may have been confused by the package name, which is
libgtk2.0-0. But the version is 2.10.11.

gtk+ is the central library of the desktop environment, it supplies
nearly all the widgets (buttons, scrollbars, ...) you can see. For this
reason it is not recommended to install a replacement from sources.
