Hum, remembered this today, when I stumbled over
http://www.courtesan.com/sudo/sample.sudoers whilst updating a box;
specifically:
    
    [...]
    Host_Alias		HPPA = boa, nag, python
    [...]
    # pete may change passwords for anyone but root on the hp snakes
    pete		HPPA = /usr/bin/passwd [A-z]*, !/usr/bin/passwd root

I'd imagine that could prolly be adjusted to specify a UID > x or something
like that.

(prolly not of interest to anyone, but meh ;))
