Unexpected apache2 (and other) behaviour on upgrade to Feisty (SOLVED)

Turned out the problem wasn't apache (or VNC).  Indeed it appears now
that Feisty includes a firewall that's turned on by default.  There was
a new directory under /etc called "ferm" which contained ... an iptables
front end that had closed off everything except SSH.
