How to Install 7.04 from a CD download

Goo,

Thank you.  I downloaded all the upgrades and then rebooted.  It took too
little time.  When it came up, I went to properties I still see it as Ubuntu
6.06 and yet when I return to upadates it tells me I am up to date.  Any
ideas
