I believe Firefox is doing this.  I think the mimetype is set
incorrectly for these files.  See
http://httpd.apache.org/docs/2.0/mod/mod_mime.html .  Something like
http://httpd.apache.org/docs/2.0/mod/core.html#forcetype may work
