found this soln, adding the line below to /etc/rc.local
echo 1 > /sys/module/processor/parameters/max_cstate

As for how I found out .............. gkrellm (plus the machine was getting very hot)
A few people had the problem, I could go through the archives and find them for you if youl ike. It affected the 686 I think, as opposed to the 386.
Mine idles at between 0% and 5% (although I'm not sure how 0% is possible). I'm running Dapper with the i686 kernel.
