This occurs if x11 can't find a suitable monitor. I have the same
problem with one of my systems; when I have a monitor attached,
Ubuntu/X11 will find the monitor and adjust properly, howevever when I
do not have the monitor attached and reboot, the system will default to
640x480. Appears to be a "plug & play" feature that I've not yet figured
out how to overcome. Note: I use the system as a backup and so do not
typically have a monitor attached to it, I access via VNC and it's
pretty frustrating to have to VNC in a 640x window.
