For tools, I find Aptana (http://www.aptana.com/) to be nice.  I is 
multi-platform and open source.  It has nice auto-completion for HTML 
and Javascript.

It is based on Eclipse, though you do not need eclipse to run it.  You 
can download a standalone version.
