The latest fglrx drivers support extended desktops on the fly
(i.e. without restarting X).  After

  aticonfig --enable-monitor=<monitor1>,<monitor2> --effective=now

You can use xrandr or System > Preferences > Screen Resolution to
spread the desktop across both monitors.
