[Network] 'mtr' tool : are these results abnormal ??

I did this at our University and was getting 15% packet loss to one of
our local routers which I know is not overloaded.

Our network manager ran mtr from his Mac and saw 0% loss, so I'm
wondering if there is a problem with the version of mtr on Ubuntu.
