Question about adding users (Dapper)

When 'adduser', or System->Administration->Users and Groups  is used to add
new users, a copy of the 'skeleton' is made for that user.  This contains
any special configuration defaults for users on that particular machine.

As you've discovered, if you require something custom (such as a custom
Maildir layout) then this is the correct place to add it.

Future use of 'adduser' will create further new users, with the latest copy
of the files in the '/etc/skel' layout at that point in time.
