Why would you want to? a default compiler and compiling tools aren't
included in Ubuntu (sudo apt-get install build-essential will install
them) and mplayer and necessary codecs are already packaged for
ubuntu, if you follow the instructions in ubuntuguide (link above).

I haven't had to install from RPMs since I stopped using Mandriva.
What exactly are you trying to achieve?
