pwmconfig: CPU fan no longer spins down

If you have a multimeter, I would suggest physically checking the -12v 
rail, so that you can see whether the problem is with lmsensors or the 
power supply. I wouldn't think that the computer would run with the -12v 
rail so far off, but I suppose it is possible.
