ClamAv: is anyone paying attention?

It only says your below the recommended levels, this means all
signatures will function, it just may be a little less stable or
slightly slower, that's all.

It is doing that all ready, read between the warnings.

I assume you expecting to see it saying its downloading something right?
CalmAV is reasonably smart, it doesn't need you to tell it to do this.
It can run as a deamon and check it self every now and then.
I assume this is the default behaviour because I didn't set it up to
do this and it has entries in /etc/init.d and /etc/rc?.d I also check
system monitor and freshclam is currently running.
If you do freshclam it may not find anything because it may have
grabbed new updates during its last check. Of course if there was an
update added between its last check and yours then it should show a
download.
The fact its saying its up to date suggests it is checking and everything is ok.
your signature versions match mine, but that doesn't prove anything
however the clamav site lists the following:
<http://lurker.clamav.net/list/clamav-virusdb.html>
when I checked the newest daily sig was 2230.
Which is what freshclam said you had, so nothing to worry about.
