Get the Windows powertoys from the Microsoft site:
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

I think the tweakui utility lets you do this (some stuff is still on the
C:\ drive, but most gets moved to wherever).
