First of all, you should install the build-essentials package, which
depends on a functional basic development environment.

Second, in Ubuntu (as in Debian), each package is split between a
runtime <packagename> and the headers <packagename>-dev. Therefore, you
will have to install the *-dev packages for all your compile
dependencies, e.g., xlibs-dev
