Well, Ubuntu and Debian (where Ubuntu gets many of the
universe and multiverse packages) can't package every
program ever created.  A lot of the packages are created
because someone specifically requested it.  Chances are your
not going to get someone to package all of them for you to
try them out, so your best bet is to compile them and then
when you find one you like, ask motu to package it.

Compiling is really not that hard.  I checked cire and
ejourn and both had good documentation on how to install
them.  Generally you have to untar the archive (you can
double click on it and drag the folder out) and look at the
INSTALL file.
