What kind of editing are you talking about? I don't know what Cool Audio is.
(I use only Linux and mac). Audacity might be what you are looking for. (

If you are looking for something more along the line of a professional
recording solution do a google search for DAW (digital audio workshop).
There are a few good, free programs, but I can't remember what they are off
hand. Maybe some names like Rosegarden, ardour, ...
