Hi Stephen,
The only package equery I've heard about is a tool that lets a user
search information in portage wich is part of the package manager of the
Gentoo distribution.
Ubuntu, wich is a Debian derivative, doesn't use the portage/emerge
package manager. It uses the combination of dpkg and apt-get that let
you do pretty much the same things.
I may be wrong because I don't know all the single packages in the
Ubuntu repository. Maybe if you tell us what you why you need equery in
Ubuntu we could help you better.
If you need equery to search packages, you may use:
apt-cache search package-name
