How to change status of bug reports in launchpad?

I have the strange feeling I may have asked this before but not gotten
a response, so apologies if I'm repeating myself.

How can I change the status of a bug, for example from 'unconfirmed'
to 'confirmed' in launchpad?

I have the feeling that only some people are able to do this.

I've found myself subscribed to many bug reports that I've been able
to confirm on multiple machines, and that have also been confirmed by
multiple other people who commented on the bug report, in some cases a
significant amount of documentation such as attached logs and config
files and even multiply confirmed workarounds have been posted,and yet
the status of the bug remains 'unconfirmed.' This is a problem,
because bug reports don't seem to get much attention from people who
might be capable of fixing the bugs until they are at least marked as
'confirmed.'
