According to packages.ubuntu.com, cinepaint is in the universe
repository. Do you have universe enabled? If so, you should be able to
install this out of Synaptic, or the Add/Remove tool at the bottom of
the Applications menu (gnome-application-installer, gai for short).
When I open gai, cinepaint is the 5th entry on the graphics tab.
