WWW Server?

Hi All,

I would like to start a community site for my building complex (we have 3
small buildings with a shared garden) and I want to start a web site for all
of the tenents to share info, ides and such.

Can anyone suggest an app / package to install from the Ubuntu repositories
to manage such a website?

I need it to support Hebrew, so maybe I need a PHP based solution?
