Exactly what do you expect it to do that it's not doing?

AFAIK, it's just another key (Scroll_Lock) that applications may do
with as they wish.

I ran "xev" and press/lift Scroll_Lock shows it like any other key.

The "konsole" program seems to use it to hide the pointer.

The "firefox" program seems to ignore it unless double hit when it
seems to freeze the pointer for a couple of seconds.  ???

The "xemacs" program complains "scroll-lock not defined" (but I
could define it to mean something in xemacs, of course).

(On a FreeBSB non-X virtual terminal (console) it put the screen into a
mode in which it could be scrolled or paged for reviewing stuff that
had "gone off the top".  (As opposed to Linux's shift-page-up, etc.))

You should be able to assign it some function with your window manager
and with an X tool like "xmodmap", which may interfere with its use by
applications.
